This handbook is presented to you to assist you in planning and fulfilling the day to day activities at school. It should be used in conjunction with the Code of Conduct which is adopted by the Escambia County Board of Education.
I encourage you to set goals for yourself and always strive to achieve them.

This student handbook is not an official Code of Conduct but a synopsis, the 2006-07 Escambia County Code of Conduct will take precedence in any discrepancies.
Official Policy:
It is the official policy of the Escambia County Board of Education that no person shall, on the grounds of race, color, handicap, sex, religion, creed, national origin, or age be excluded from participation in, be denied the benefits of, or be subjected to discrimination in any program, activity, or employment.
Student Conduct:
All students at W. S. Neal High School will be expected to exhibit responsible, exceptional behavior. Inappropriate conduct will not be tolerated by the administration. A student=s conduct should be exemplary at all times: It should reflect the pride that W. S. Neal students take in their school and themselves. The school=s principals shall be the determining authority in regard to student=s failure to conform with proper conduct required at his or her school.
Code of Conduct:
Escambia County Board of Education:
The Escambia County Board of Education along with the cooperative efforts of students, teachers, and other professional personnel of the school system adopted and published a Code of Student Conduct for the 2006 - 2007 school year. An appropriate code of conduct must be implemented if students are to have meaningful learning experiences. These experiences may occur only in schools where the environment is free from distraction caused by disruptive behavior. Creating such an environment requires the cooperation of the parents and guardians, the students, the Board of Education, and all employees of the school system. This Student Planner / Handbook and the Escambia County Code of Conduct are both published for the benefit of the personnel, students, and parents of W. S. Neal High School. Therefore, it is the responsibility of the staff, faculty, students, and parents to know the information that is contained in both booklets, the Student Planner / Handbook and the Escambia County Code of Conduct.
Jurisdiction of the School Board:
Student enrolled in Escambia County Schools are subject to the policies of the Escambia County Board of Education and to the rules and regulations of the school. This authority applies to all school - sponsored activities, including but not necessarily limited to, the following: regular school activities, transportation on school buses, field trips, athletic functions, and any extracurricular activities.
School regulations and prohibitions pertain to automobiles driven or parked on school property. In addition, the school may exercise jurisdiction over student conduct in the immediate vicinity of the school.
Attendance Policy:
Escambia County Board of Education:
School administrators have an obligation under Alabama State Law to enforce compulsory school attendance laws. The Alabama Compulsory School Attendance law (Sec. 16 - 28 - 3) requires children between the ages of 7 - 16 to enroll and attend school. Additionally, Section 16 - 28 - 12 of the Code of Alabama, as amended May 17, 1993, requires that any parent or guardian who enrolls a student in school be responsible for the child=s regular attendance and proper conduct.
Excused and Unexcused Absences:
The State Department of Education recognizes absences for the following reasons as being excused: (a) illness, (b) death in the immediate family, (c) inclement weather which would be dangerous to the life and health of the student as determined by the principal and / or superintendent, (d) legal quarantine, (e) emergency conditions as determined by the principal and / or superintendent, and (f) prior permission of the principal with the consent of the parent or legal guardian. (See County Code of Conduct for Procedure for Unexcused Absences)
Any absence not falling in one of the above listed categories shall be recorded as unexcused. No student with an unexcused absence will be allowed to make up his / her work missed. If a test or graded classwork is missed due to the unexcused absence, the student will receive zeros for the test or graded classwork. (See County Code of Conduct for Procedure for Unexcused Absences)
Incentive for Good Attendance:
Escambia County Code of Conduct:
As an incentive to students to attend school regularly. Escambia County Board of Education will allow:
1. Allow any students in grades 5 - 12 with an AA@ average and no un-excused absences to exempt their semester exams.
2. Allow any students in grades 5 - 12 with zero (0) absences to exempt their semester exams in courses in which they have at least a 70 average.
3. Allow any students in grades 5 - 12 with one excused absence to exempt their semester exams in courses in which they have at least an 80 average.
4. A students who are exempt from exams on either or both of the two, half - days each semester are not required to attend school; they will not be counted absent on those days.
5. A student will not be allowed to exempt exams with more than five (5) check-outs or tardies per semester with out a doctor’s excuse.
A student suspended for any reason during a given semester, whether out of school or to On Campus Suspension (OCS), will not be eligible to exempt any exam for that particular semester.
Student Dress Policy:

All students attending Escambia County Schools are required to wear the uniform dress established by the Board of Education. All students must be in uniform dress on August 10, 2006, the first day of school. A complete uniform policy is available through the office.
Basic Student Dress Code
These are clarifications only. Refer to the full dress code available in the office.
Pants /Shorts (Boys and Girls)
1. Khaki /Tan (No White) - uniform style with no more than 4 pockets.
2. No jersey, denim, corduroy or jean material allowed
3. No clothing items tied at the waist, neck, or body
4. No cargo, painter, carpenter pants, hip huggers, or low riders
5. No bell bottom pants and no pants with unhemmed splits. NO unhemmed pants
6. No white or light colored pants
7. All pants should fit properly with belt showing (no sagging shirts)
8. No logos on clothing
9. Reminder: Kilts are knee length and shorts must be no more than 2 inches above knee.
10. Girls may wear khaki (tan) Capri pants
12. No skorts.
SHIRTS (Boys and Girls)
1. Solid navy or white Polo or Oxford style shirt with long or short sleeves and collar (no insignias allowed).
2. Must be tucked in at all times-belt must be clearly seen from both back and front.
3. White/Navy turtleneck shirts may be worn under the uniform shirts.
4. T-shirts or undershirts worn under the uniform shirt must be totally white. No writing on them will be allowed.
5. Navy or white long sleeve shirt may be worn under short sleeve uniform shirt (no writing allowed on undershirt)
SKIRTS (Girls)
1. Plaid or khaki kilt - knee length.
2. Khaki skirt - long length.
3. No skorts.
SHOES (Boys and Girls)
1. Brown or black leather or leather-like loafer or lace up or predominantly white Tennis shoe with white sole.
2. Closed toe, closed heel.
3. No sandals or slides.
4. No boots (cowboy, combat, etc.)
4. No exceptions unless a doctor=s note is provided to the school stating the reason you can not wear proper shoes.
BELTS
1. Brown/Black leather or leather-like belt
2. Worn properly in belt loops
3. Correct size (not too short that belt can=t be buckled or so long that the end hangs)
SOCKS
1. Socks or hose must be worn
2. Boys- navy, khaki, or white socks
Girls - Navy, khaki, or white socks, knee socks or tights; natural or solid color opaque hose. (Ankle sport socks in required colors can be worn with shorts only)
JACKETS OR SWEATERS
1. Solid color navy or solid white sweater.
2. Solid color navy or white jackets. Neal sports logo or club logos on jackets are acceptable.
3. Uniform shirt must be worn underneath. Collars of shirt should be worn out over sweater.
4. No shirts worn as jackets
5. Blazer (Optional) - in navy.
MISCELLANEOUS
1. No sports shirts/jerseys, or cheerleader uniforms
2. NO HATS AT SCHOOL PERIOD!
3. No headwear, including baseball hats, bandanas, head scarfs, and hairpicks.
4. No excessive jewelry to create distractions; including tongue rings, nose rings, eyebrow rings, lip studs, unusually large necklaces, etc.

The following list of formal disciplinary action is designed for the use of administrators, and in no way is intended to limit or diminish the authority and responsibility of teachers in dealing with routine discipline problems. Classifications of Violations:
Escambia County Board of Education:
Violations of the Code of Student Conduct are grouped into three classes - minor, intermediate, and major. The following classification list is subject to change with the adoption of the 2006-2007 Escambia County Code of Conduct. The 2006-2007 Escambia County Code of Conduct will prevail in any dispute regarding any material in this handbook. (See County Code of Conduct)
Minor Offenses: Group A:
1. Excessive distraction of other students - any behavior which is disruptive to the orderly education process.
2. Gambling
3. Non-conformity to dress code (see “Student Dress Code Policy”)
4. Public display of affection is inappropriate and unacceptable on the school campus.
5. Littering of school property
6. Failure to follow instructions
7. Intentionally providing false information to school personnel
8. Intentionally providing false information to parents, such as the changing of grades
9. Minor misbehavior on bus
10. Minor acts of disobedience
11. Non-participation in class; no books, materials, etc.
12. Infractions that are minor in nature and disrupt the orderly educational process
13. Any minor act of physical aggression
14. Any other violation which the principal or his designee may determine to be minor.
Intermediate Offense: Group B:
1. Use of profane or obscene gestures or language including racial or other inflammatory remarks
2. Disruption on a school bus
3. Defiance of authority of school personnel - verbal or non-verbal refusal to comply with a lawful and reasonable direction or order
4. Vandalism - the deliberate action resulting in damages of less than $200 to public or personal property.
5. Stealing, larceny, or petty theft - the deliberate taking of property valued at less than $100 belonging to or in the lawful possession of another.
6. Possession of stolen property with the knowledge that it is stolen
7. Skipping School
8. Act of willful disobedience
9. Use of the Internet for other than approved academic reasons
10. Excessive Office Referrals
11. Any other violation which the principal may determine intermediate.
Major Offenses: Group C:
1. Assault - intent to deliberately cause bodily harm or physical injury.
2. Threats, harassment, or intimidation of a student or any school personnel
3. Arson – the willful and malicious burning of or attempting to burn public or private property
4. Robbery - the taking of money or other property which may be the subject of larceny from the person or custody of another by force, violence, assault, or putting fear in the same
5. Stealing, Larceny, or Grand Theft - the intentional, unlawful taking and/or carrying away of property valued at $100 or more belonging to or in the lawful possession or custody of another.
6. Burglary of school property - breaking, entering, or remaining in a structure of conveyance without justification during the hours the premises are closed to the public
7. Criminal mischief - willful and malicious injury or damages at or in excess of $200 to public property, or to real or personal property of another.
8. Bomb threats - any such communication directed at a school board employee which has the effect of interrupting the educational environment.
9. Sexual acts - acts of sexual nature including, but not limited to, assault, intercourse, attempted rape, or rape
10. Fighting
11. Inciting or participating in major student disorders - leading, encouraging, or assisting in major disruptions which will result in destruction or damage of private or public property or personal injury to participants or others.
12. Unjustified activation of a fire alarm system.
13. Extortion
14. Trespassing
15. Any student in the presence of any type drug/alcohol use or another criminal behavior
16. Any racial or gang related activity.
17. Any other offense which the principal may determine to be major.
Normal Day School Policy:
W. S. Neal High School
Closed Campus: W. S. Neal High School is a closed campus environment. Students must stay on the grounds from the time they arrive until the time they leave. All visitors must obtain a visitors pass in the office. Under no circumstance is a visitor or parent allowed access to the hallways or classrooms without a visitors pass.
Television, video Surveillance Cameras Policy: To provide and maintain a safe and secure environment for students, staff, and authorized visitors, the Escambia County Board of Education may use surveillance equipment on properties owned
and/or maintained by the school system. All school personnel, students, and parents shall be informed that they are subject to being video taped while in school buildings, on school grounds, at school events, and on system owned / maintained vehicles. Any information obtained through the use of surveillance equipment shall be use only for school disciplinary or law enforcement purposes.
Automobiles: All cars are to be parked in their designated parking spaces. Any student parking on the W. S. Neal High School Campus must have a valid driver=s license, proof of insurance, a parking permit ($2.00), and a parking space number. Students are not allowed to return to their cars during the school day without office permission from the principal.
Tardy Policy: W. S. Neal High School will enforce Tardy Policy outlined in the 2006-2007 Escambia County Code of Conduct.
Alcohol and Other Drug Policy: The Escambia County Board of Education and W. S. Neal High School believes that all children have the right to be in a school environment which promotes, enhances, strives to become, and maintains a drug-free student body and school system. The Board also believes that alcohol, drug addiction and dependency are diseases with chronic behavior/medical problems that when left untreated can become life threatening. Even though we cannot solve the entire problem of drug abuse/dependency, the Escambia county Board of Education feels we must take a stand and promote a ANo Drug Use@ message with our students and community. Therefore, the unlawful manufacture, distribution, dispensing, possession, or use of mood/mind altering substances is prohibited within the school system.
No Fight Policy: Recognizing its obligation to provide a safe and orderly environment that is conductive to teaching and learning. Escambia County Board of Education and W. S. Neal High School will not tolerate fighting in school buildings, at any school-sponsored event, or on a school-owned/maintained vehicle. The Superintendent, working cooperatively with the local and / or sheriff, the district attorney, and the juvenile court, shall enforce this ANo Fight@ policy relative to student in grades seven through twelve. Disciplinary action will be administered as outlined in the 2006-2007 Escambia County Code of Conduct.
Weapon Free School Policy: The Escambia County Board of Education is concerned with the problem of youth violence and particularly violence in schools. It is increasingly apparent that children cannot learn and teachers cannot teach in school environment where students and teachers fear for their safety. In order to be in compliance with the AGun Free School Act@ of 1994 (Public Law 103 - 382), and pending State Legislation, the Escambia County Board of Education is dedicated to keeping schools weapon free and directs that any student found in possession of a weapon on school property or a setting under control of the school or school system will be expelled for one calendar year. Dual Enrollment: Students enrolled in Escambia County Schools may be concurrently enrolled at a postsecondary institution and have that college courses county toward credit for a high school diploma under specified conditions. Dual Enrollment classes will be held on W. S. Neal High School campus. (See Dual Enrollment: County Code of Conduct)
Discipline Notice: A student=s inappropriate or disorderly conduct will be reported to the office or a discipline notice completed by the teacher or staff member noting such conduct. Student should realize that discipline notices are the result of their failure to meet established school conduct policies. Students who receive discipline notices are subject to Formal Disciplinary Action. (See Formal Disciplinary Action: County Code of Conduct)
Truancy: Any student who leaves without permission of the parent, guardian and/or principal is considered truant. This includes leaving campus during the school day without permission and includes not attending school without first getting permission from the parent or guardian.
Medications: All prescription medication must be submitted to the office along with physician’s orders by the parent. Students are responsible for the timely administration of each dose. Medications should be taken at break and lunch whenever possible.
Check Ins and Check Outs: In order to check out of school, a student must be signed out in the office by a parent or guardian. Notes and telephone calls from the parent/guardian will be accepted. Check Ins and Outs will be reported daily in the W. S. Neal High School Bulletin. (See Check - Outs from School: County Code of Conduct)
Bus Regulations: All bus students are to conduct themselves on the school bus in the same manner as they would in the classroom. The student=s misconduct on the bus will be handled as if it had happened on campus.
All students must remain in school uniforms until they exit the bus.
Vocational Students: All vocational students must ride the school bus. Any exceptions must be cleared through the office.
Hall Passes: Any student out of an assigned room must have a pass issued by the teacher to whose class she is assigned. All passes must be listed in the student=s planner / handbook.
Lunch: All students must report to the lunchroom. Reduced and free lunches are available to any qualified student. Free and Reduced Lunch numbers are nontransferable.
Textbooks: Teachers of each subject will provide students with free, assigned textbooks for that subject. Textbooks must be returned to the teacher who issues the book at the end of the course. If a student loses or damages a textbook, they must pay for that lost/damaged book. A student who owes for textbooks lost the previous year will not be issued new textbooks until the debt is paid.
Assemblies: Special assemblies are planned for the students= benefit and enjoyment. Students are to be on their best behavior on such occasions. All students will sit with their homerooms in specified sections. (See Homeroom Teacher for Assigned Seating Areas)
Telephone: Students may use the phone before and after school and at break only in the event of emergencies. Students should not be allowed to leave the classroom to use the phone. The Office phone is to be used for EMERGENCIES ONLY.
Cellular Telephones / Beepers: Recognizing that students have a need for cell phones after school for school related activities such as athletics, students are allowed to bring cell phones to school to be turned in to the office at the beginning of the school day and returned at the end of the day or as a student leaves for school related functions. Students with possession of a cell phone outside of these guidelines will receive ONE day of On Campus Suspension. In the event the cell phone is used, rings, beeps, etc., the student will receive ONE day suspension.
Media Service: The W. S. Neal High School Library / Media Center is open all day for the student to use. After checking out a book, a student will have two weeks to return it. If the book is not returned in this time, that students will be fined $.05 for every day the book is past due. The Media Center Computer may be used during the times the Center is opened if you have a technology permission form on file in the office.
Guidance and Counseling Service: The counselor=s office will be open to students with special needs and problems during the day. The student must receive permission from their teacher to visit the office and / or sign up outside the counselor=s office.
Academic Grades: A: 90-100 B: 80-89 C: 70-79 D: 60-69 F: 0-59
Graduation Requirements:
1. Students are required to complete 24 credits and pass the Alabama High School Graduation Exam in order to receive a diploma.
2. Students who do not complete 24 credits and all required courses and pass the Alabama High School Graduation Exam do not receive a diploma and will not be able to participate in the graduation ceremony (walk across the stage).

Homeroom Credits: You must have 5 credits to be in 10th Grade; 11 credits for 11th Grade; and 17 credits for 12th Grade.
Academic Integrity / Honor Code: The administration and faculty of W. S. Neal High School are dedicated not only to teaching academics skills but also to fostering integrity among students. Since today=s students are tomorrow=s leaders, students must be encouraged to recognize, understand, and practice ethical behavior. W. S. Neal High School views grades earned as a reflection of the student=s original work and the student=s level of mastery in a particular academic area. Students are expected to practice honesty and uphold integrity and submit only their own original work on examinations, quizzes, tests, classwork, homework, or other assignments.
Academic Rule for Athletic Eligibility: A student, to be eligible during any school year, must have passed, during the preceding year in attendance, at least six full Carnegie units with a minimum composite numerical average of 70 in those six units four of which must be core subjects. Academic eligibility will be determined before the start of each school year and at mid year.

Student Organizations: Student organizations and clubs are provided for students in a variety of areas. Each student at W. S. Neal High School is an asset, and hopefully, will develop an interest in many organizations at our school. Each organization provides leadership and interaction opportunities for our students.

High School Wellness Guidelines for 2006-2007
I. School Setting
W. S. Neal High School environment provides, promotes and protects students’ health, well being, and ability to learn by supporting healthy eating, physical activity, and wellness. W. S. Neal High School will be engaging students, staff, parents, teachers, and community members in health promotion, disease prevention, and developing, implementing, monitoring, and upholding the wellness guidelines.
Sale of Carbonated Drinks and Food Items in the School Setting
Effective with the 2006-2007 school year, at a minimum, 50% of the selections available in vending machines or for sale in school stores are to be non-carbonated flavored or unflavored water, 100% fruit juices, milk, tea, or sports drinks. At a maximum, 50% of the selections can be carbonated soft drinks, but at least 50% of those selections must be no/low calorie selections. Only 25% of the selections may be regular soft drinks. This means that if you have a machine with 10 slots, only 2 can be a regular soft drink. No food or beverage item that has high fructose corn syrup or sugar listed as the first ingredient may be available for sale during the school day. No carbonated beverages of any kind or other competing food/beverages sales are to be available to students during meal service times. During the 2006-2007 school year vending machine display fronts in high schools are to be primarily water and fruit juice, with only occasional soft drink bend fronts allowed. Beginning with the 2006-2007 school year all vending machine fronts in high schools other than those located in athletic spectator settings will be only water and juice products.
The school day is defined as the period of time that children arrive at school until after the end of the last scheduled class.
Snack and ala carte items sold or provided are to follow the guidelines listed below:
(Per each 1 oz serving)
· Less than 30 grams carbohydrate
· Less than 360 milligrams sodium
· Less than 10% daily value of fat
Contain at least 5 %( and preferably 10%) daily value of Vitamin A, C, iron or calcium
Additionally, the portion sizes shall follow these requirements.
Parties
One sweet per student and acceptable foods sold through schools will be allowed. The teacher or teacher designee implementing the wellness guidelines will plan all parties.
II. Fundraising
All fundraisings that involve the selling of food during school hours or as students gather on the school campus before school begins, or as students wait on transportation, or otherwise exit the school campus following school dismissal, should reinforce food choices that promote good health. Sales during school hours shall not include those foods listed above as Foods of Minimal Nutritional Value or exceed those portion sizes identified as allowable. This also means that all events outside the school day are not affected by this requirement and that booster clubs, etc., are free to select items for sale for specific fundraising and concession sales as long as the activity does not conflict with this position.
III. Training
Staff development will be handled through in-service and professional development training opportunities for staff in the area of food nutrition. Nutritional values will also be addressed through the Health curriculum/course of study.
IV. School Environmental Health Assessments
Our maintenance supervisor who is certified as a School Facility Auditor will conduct yearly school environmental health assessments. Areas of concern, but not limited to: Asbestos, playground safety, water quality, building assessments, handicap accessibility, building and ground maintenance, etc.
V. Media Advertisement
No vending machine display front may display any product that is not water or 100% fruit juice. The only advertisements allowed on the school premises will be those promoting healthy drinks and snacks.
VI. Physical Fitness
Students will participate in a minimum of one physical education activity/course in their high school curriculum. Additional opportunities will be promoted and made available for all youth in our communities to participate in quality physical activities, fitness, sports, and recreation programs. The faculty and staff have use of the track for physical exercise.
